  •  August 15th is the effective date for this legislation, correct?

– Yes

  • Does a current holder who doesn’t want to open carry need to do anything different now or at the time of their renewal?

– No. A current holder does not need to do anything different, and no additional training is required for the renewal or replacement of a CWP.

  • Do you see any delays in open carry permit issues because of manpower?

– No. SLED intends to absorb any additional increase in applications with our existing resources. However, we will certainly request additional manpower as needed through next year’s budget process should we need it, and we certainly appreciate your leadership and assistance to us in that regard.

  • There is no “open carry permit” only CWP, correct?

– Correct. The permit itself has not changed. Rather, only the definition has changed to authorize open carry.

  • How will SLED certify instructors for open carry training, and how long will it take to get a reasonable number available to the public?

– SLED disseminated a Lesson Plan for CWP instructors on May 27, 2021 so that the instructors can immediately begin incorporating the new topics of instruction into CWP classes. As such, SLED’s intent is that all existing certified instructors can utilize this Lesson Plan and incorporate it into all classes such that all existing instructors are “available to the public”.

  • Will SLED lead on law enforcement training on the new law?

– Yes. SLED has already coordinated with the South Carolina Criminal Justice Academy and we will create a training video on the new law for law enforcement that will be made available to all law enforcement officers in South Carolina through the Academy’s ACADIS system.

  • Anything else you think would help me and/or SLED to bring up/present to this group? We encourage everyone to monitor our website www.sled.sc.gov for any additional SLED guidance on the various issues we encounter as we make this transition.
